【摘要】:ThisEuropeanStandardspecifiesmethodsformeasuringtheend-to-endtransittimeofthedomesticandcross-border,priorityandnon-priority,bulkmail,collected,processedanddistributedbypostalserviceoperators.Itconsidersmethodsusingarepresentativeend-to-endsampleofaddressedbulkmail.End-to-endisdefinedasfromthepointmailisplacedintothecollection/acceptancesystemundertheresponsibilityofthepostaloperators,tothefinaldeliverypointundertheresponsibilityofthepostaloperators.ForthepurposeofthisEuropeanStandard,bulkmailcanincludealltypesofaddressedbulkmail:lettermail,directmail,magazines,andnewspapers,unlessotherwiseindicated.TheoverallqualityofserviceresultshouldbeexpressedasthepercentageofmaildeliveredwithinJ+ndaysend-to-endaccordingtotheECpostaldirectiveorthepercentageofmaildeliveredby,onorbetweenexpecteddates.Themeasurementshouldbeinwholedaysandnotberestrictedbyreferencetoaspecifictimeofdayfordelivery.Thisqualityofserviceindicatordoesnotmeasurethepostaloperator'soverallperformanceinawaywhichprovidesdirectcomparisonofpostalserviceoperators,anddoesnotincludeotherserviceperformanceindicatorsthanthoserelatedtotransittime.InparticularthisEuropeanStandarddoesnotmeasurewhetherthetimingofcollectionsmeetscustomers'requirements.TheEuropeanStandardcanbeusedtoassesstheperformanceofpostaloperatorsforspecificproductsorservicesatanationallevelorforanindividualoragroupofcustomers.TheEuropeanStandardshouldnotbeusedtoassesstheoverallperformanceofagroupofproductsorserviceswhichhaveotherservicespecificationsintermsoftransittimeexpectation.Itspecifiesasetofrequirementsforthedesignofaqualityofservicemeasurementsystemforbulkmail,involvingtheselectionanddistributionoftestmailsentandreceivedbyselectedpanellists.Thetestmailsampledesigngivesthespecificationsforthemailtoberepresentativeofrealmailflows.ThisEuropeanStandardrelatestothemeasurementofservicesofferedtobusinessesthathavepickupsattheirofficesorgivetheirmailtopostalserviceoperators.Ifathirdpartyagentactsforthepostaloperatorthenthetimethemailishandedovertotheagentshouldformpartofthemeasurement.Whereathirdpartyagentactsforthesendingcustomerthenthemeasurementshouldbefromthepointwhenmailishandedovertothepostaloperator.FortechnicalreasonstheEuropeanStandardmaynotinallpartsbesuitableforthemeasuringofverysmallvolumesofmailandforoperatorswithlimitedcoverage.Itisnotapplicableformeasuringtheend-to-endtransittimedistributionofsinglepiecemailingswhichrequiredifferentmeasurementsystems.TheEuropeanStandardEN13850hasbeendevelopedforsinglepieceprioritymailandEN14508forsinglepiecenon-prioritymail.ThisEuropeanstandardincludesspecificationsforthequalitycontrolandauditingofthemeasurementsystem.IncertaincircumstancesthisEuropeanStandardallowsachoicebetweenalternativesordeviationstobemadesubjecttotheapprovaloftheregulator.Thisapprovalisonlynecessaryiftheproductorserviceiswithintheuniversalserviceobligation.

【摘要】:ThisEuropeanStandardspecifiesmethodsformeasuringtheend-to-endtransittimeofthedomesticandcross-border,priorityandnon-priority,bulkmail,collected,processedanddistributedbypostalserviceoperators.Itconsidersmethodsusingarepresentativeend-to-endsampleofaddressedbulkmail.End-to-endisdefinedasfromthepointmailisplacedintothecollection/acceptancesystemundertheresponsibilityofthepostaloperators,tothefinaldeliverypointundertheresponsibilityofthepostaloperators.ForthepurposeofthisEuropeanStandard,bulkmailcanincludealltypesofaddressedbulkmail:lettermail,directmail,magazines,andnewspapers,unlessotherwiseindicated.TheoverallqualityofserviceresultshouldbeexpressedasthepercentageofmaildeliveredwithinJ+ndaysend-to-endaccordingtotheECpostaldirectiveorthepercentageofmaildeliveredby,onorbetweenexpecteddates.Themeasurementshouldbeinwholedaysandnotberestrictedbyreferencetoaspecifictimeofdayfordelivery.Thisqualityofserviceindicatordoesnotmeasurethepostaloperator'soverallperformanceinawaywhichprovidesdirectcomparisonofpostalserviceoperators,anddoesnotincludeotherserviceperformanceindicatorsthanthoserelatedtotransittime.InparticularthisEuropeanStandarddoesnotmeasurewhetherthetimingofcollectionsmeetscustomers'requirements.TheEuropeanStandardcanbeusedtoassesstheperformanceofpostaloperatorsforspecificproductsorservicesatanationallevelorforanindividualoragroupofcustomers.TheEuropeanStandardshouldnotbeusedtoassesstheoverallperformanceofagroupofproductsorserviceswhichhaveotherservicespecificationsintermsoftransittimeexpectation.Itspecifiesasetofrequirementsforthedesignofaqualityofservicemeasurementsystemforbulkmail,involvingtheselectionanddistributionoftestmailsentandreceivedbyselectedpanellists.Thetestmailsampledesigngivesthespecificationsforthemailtoberepresentativeofrealmailflows.ThisEuropeanStandardrelatestothemeasurementofservicesofferedtobusinessesthathavepickupsattheirofficesorgivetheirmailtopostalserviceoperators.Ifathirdpartyagentactsforthepostaloperatorthenthetimethemailishandedovertotheagentshouldformpartofthemeasurement.Whereathirdpartyagentactsforthesendingcustomerthenthemeasurementshouldbefromthepointwhenmailishandedovertothepostaloperator.FortechnicalreasonstheEuropeanStandardmaynotinallpartsbesuitableforthemeasuringofverysmallvolumesofmailandforoperatorswithlimitedcoverage.Itisnotapplicableformeasuringtheend-to-endtransittimedistributionofsinglepiecemailingswhichrequiredifferentmeasurementsystems.TheEuropeanStandardEN13850hasbeendevelopedforsinglepieceprioritymailandEN14508forsinglepiecenon-prioritymail.ThisEuropeanstandardincludesspecificationsforthequalitycontrolandauditingofthemeasurementsystem.IncertaincircumstancesthisEuropeanStandardallowsachoicebetweenalternativesordeviationstobemadesubjecttotheapprovaloftheregulator.Thisapprovalisonlynecessaryiftheproductorserviceiswithintheuniversalserviceobligation.
